Dear Minister Oliver:<\/span><\/p>\n

Thank you for your reply (on paper) to my letter to you of April 30, 2014 in which I asked your government to support a bill similar to Private Member\u2019s Bill C-363 (2011), an Act respecting Conscientious Objection to the use of taxes for military purposes, which would allow me to direct that all my taxes be spent only for peaceful purposes.<\/p>\n

In your letter you said, in part, \u201cAllowing taxpayers to direct their tax dollars to only certain programs and services would be neither democratic nor practical. It would effectively mean, for instance, that wealthier Canadians who pay higher taxes would have a greater say in the functioning of the country, through their decisions about which programs and services to fund (or not to fund) \u2026 Allowing each taxpayer to allocate his or her taxes among the many government programs and services would be tremendously complicated, and would make funding for ongoing government services less reliable, making it more difficult to plan and deliver those services effectively.<\/em>\u201d

\nMy argument has nothing to do with wealth producing power; wealth already does lead to power. My argument is about how one\u2019s conscience directs the spending of one\u2019s resources. In the past it was our bodies that were conscripted for war, but modern wars are fought largely with very expensive machines directed by a few professional military personnel. (Just think of the cost of the F-35 jets your government is still considering buying. The expenditure being considered for these machines could pay for the transit needs of all of the major cities of Canada with money left over for affordable housing for all plus universal daycare.) Therefore in modern times, people of conscience are resisting paying the taxes that pay for war and war preparations. That is what we are doing.<\/p>\n

With respect to one\u2019s conscience, Canada\u2019s Charter of Rights and Freedoms, Article 2 says, \u201cEveryone has the following fundamental freedoms:\u00a0<\/em>(a) freedom of conscience and religion;<\/em>\u201d \u00a0So it seems that the dictates of a Canadian citizen\u2019s conscience takes precedence over a concern that wealthy people would have a greater say in the running of Canada. Again, research indicates that the rich are more powerful by other means including a tax system that has become less and less progressive over many decades.<\/p>\n

An additional argument I offer and perhaps the strongest one, is that there is a history and tradition in Canada (and elsewhere) that allows Conscientious Objectors to opt out of war service on the basis of freedom of religion and conscience. I direct you to A Brief History of Conscientious Objection in Canada<\/a>. \u00a0In this short article, Dr. Don Woodside describes how governments in the area that would become Canada, have allowed exemptions from military service since 1793 to members of traditional Peace Churches – Mennonites, Brethren In Christ, Quakers, Doukhobors and Hutterites. He writes, “Since 1978, the focus has shifted to war tax resistance, as we are in an era in which citizens\u2019 taxes, rather than their bodies, are conscripted.<\/em>” Going back to WWI, and before, citizens of all religions and no particular religion in the countries involved in that war have asked to be excused from participating in and paying for war. This tradition must take precedence over other considerations when it comes to the paying of war taxes.<\/p>\n

Finally I refer you to a quote by former European Commander in WWII and President of the United States, Dwight Eisenhower, \u201cEvery gun that is made, every warship launched, every rocket fired signifies, in the final sense, a theft from those who hunger and are not fed, those who are cold and not clothed. This world in arms is not spending money alone. It is spending the sweat of its laborers, the genius of its scientists, the hopes of its children. This is not a way of life at all in any true sense. Under the cloud of threatening war, it is humanity hanging from a cross of iron.<\/em><\/strong>\u201d –\u00a0from a speech before the American Society of Newspaper Editors, April 16, 1953<\/p>\n
